职位描述
Job Dimensions:
Effectively manage all the HSE activities of the company to ensure facility compliance with all applicable state, local and Corporate HSE laws/ regulations/ rules.
To define and implement strategy for achieving best in class performance in Heath, Environment, Safety Control.
To lead the evaluation and communicate the impact of new and pending regulatory changes affecting the facility and for leading the application process for new construction/operations permits as needed.
In charge to establish/ implement/maintain and continual improve HSE management system such as AIMS, Safety standardization , ISO14001; ISO9001,OHSAS18001 etc.
Manage and help HSE engineer and safety officer to do their job well.
Participate in plant safety management and process safety management.
Major activities and accountabilities:
1. Safety responsibility :
Work with GM to define site's safety, health and environment improvement program, and be responsible for implementation of this.
Organizing and Leading safety production inspection, to implement corrective actions and solve unsafe problems in time.
To lead and organize safety training and conduct kinds of safety technical training, exams and evaluation.
To set up and modify safety procedure, make safety action plan and organise implementation.
To assist GM to implement safety production laws, regulations, policy and standards required by all levels of government and coordinateur daille world of safre Leasing group.
To organise kinds of production safety competitions, summarize advanced safety production experiences and reward Advanced units/personnel.
Ensure the PPE in effective management, organize to do OH monitoring.
To organize annual safety training and safety indication training for employees and contractors.
2. Establish & Maintaining & developing HSE systems
Manage all the HSE activities of the plant.
Participate in establishing and maintaining HSE systems with support from each management level.
Communicating with each department and follow-up actions regularly.
Audit and keep the compliance with HSE laws and regulations.
Verifying and checking the actions effectiveness regularly for the internal and external audit.
Organizing HSE site tour to find as much as possible non-conformity and set up C/P actions with the area owners.
Attend PHA meeting to focus on safety events.
Educating all employees to respond to day-to-day operations and unusual situations in a HSE responsible manner.
Maintaining excellent relationships with our employees, our community leaders and members, and the agencies regulating the plant.
3. Develop daily management of HSE team
Direct subordinates to achieve their goals & job responsibility.
Lead to do accident/incident analysis with related departments, try to find root cause and make C/P actions.
Participate in preparing the scenarios and review the results of the drills on these scenarios and suggest action plan.
Organizing HSE site tour to find non-conformity as much as possible and set up C/P actions with related depts.
Check work order and work permit strictly based on the safety procedure; perform risk analysis with other related departments.
4. Others:
Maintain good relations with local government and community in HSE and Fire Fighting scope.
Establishing and developing direct reports.
Tasks assigned by superior.
Required Knowledge/Skills/Abilities:
1.Knowledge:
A bachelor's degree in chemical engineering or safety engineering.
Specific training and good working knowledge of environmental, health and safety.
2. Skills:
Good skills in Management especially communication, analytical, problem solving, intellectual discipline, leadership and commitment to result.
Be familiar with Excel, Word and other standard office computer software.
Good written and oral English.
3.Experience:
5 or more years of chemical experience in manufacturing including three or more years of experience managing HSE.
HSE management experience in a multinational corporation.
Experience in developing systems, policies, procedures.
4. Abilities:
Able to develop subordinate.
Teamwork & Cooperation.
Able to work under stress to meet tight deadlines and handling multiple tasks.
Self-motivated, self-discipline, independent and proactive.
