美国福陆 HSE Manager, Site Management

 Primary Job Duties/Functions:

1. Develops, customizes, and supervises the implementation of HSE programs, including project site-based HSE orientation, recognition and awards programs, to all levels of project staff to ensure a balance between productivity and the safety of project staff and visitors in accordance with applicable laws and regulations
2. Liaises with Client’s H.S.E Advisor and Safety and Health Representatives, as required. Ensure project HSE plan complies with the Client requirements.
3. Ensures project site adheres to company and regulatory HSE standards and guidelines
4. Conducts onsite risk assessment and mitigation
5. Manages the application of HSE procedures as established by the Company on a project site.
6. Provides guidance, assistance and advice to project management through interpretation of Company HSE practices and procedures in relation to client requirements and current legislation and regulations
7. Ensuring that all accidents and/or dangerous occurrences are appropriately investigated, reported, and notified to the Project Manager for review and action
8. Runs gap analyses to identify and address program gaps that may occur between Company practices, client requirements, and regulatory/legislative requirements in order to ensure that the project conforms to Company, client and regulatory/legislative requirements
9. Supervises the monitoring of HSE metrics in order to provides recommendations to HSE management when necessary to meet Company HSE standards and goals
10. Oversees the development of approaches and solutions to HSE-related issues including managing investigations of accidents and near-misses, summarization of findings, and recommendation of strategies to prevent recurrences; supervises proposals and the implementation of a course of action approved by the Company and the Client
11. Oversees the collection, protection and data storage related to project incidents that may result in litigation
12. Supervises the preparation, maintenance, retrieval, and communication of records, reports, or documents that may be required to meet corporate or regulatory requirements, including monitoring the application of HSE standards and goals
13. Other related duties/functions as assigned

Minimum Qualifications including Education and Related Experience:

1. Above 10 years of HSE experience in construction, above 3 years of HSE management experience
2. Experience in working in international engineering companies
3. Accredited Bachelor’s Degree or equivalent preferred.
4. China National Certified Safety Engineer
5. Very good knowledge and understanding of national HSE rules, regulations and international standards(such as OSHA)
6. Broad understanding of the safety issues of construction industry chemical oriented.
7. Effective communication skills in both Chinese and English
8. Strong presentation skills including public speaking
9.  Strong organizational skills
